In a significant development, the Narendra Modi-led Union government officially notified the implementation of the Citizenship Amendment Act (CAA) on Monday, March 11, a move that has reignited debates and stirred political ripples weeks ahead of the Lok Sabha 2024 elections. The Citizenship Amendment Rules, 2024, pave the way for granting Indian citizenship to refugees who sought shelter in India before December 31, 2014, due to religious persecution in Pakistan, Bangladesh, and Afghanistan.

The CAA, originally passed by Parliament in 2019, has been a subject of contention, facing criticism for allegedly excluding Muslims. However, the rules outlined in the implementation process require applicants to provide specified documents and clarify their date of entry into India. Proponents of the Act argue that it aims to remove legal barriers, providing a pathway to citizenship for refugees who have endured decades of persecution, thereby safeguarding their cultural, linguistic, and social identities while ensuring economic and property rights.

The law's passage in December 2019 sparked nationwide protests, with Shaheen Bagh emerging as an iconic site of resistance, symbolized by the participation of countless women blocking a major thoroughfare connecting the national capital with Noida. Despite assurances from the government that the CAA does not jeopardize the citizenship of any Indian, regardless of religion, concerns persist regarding its potential ramifications.

Opposition parties, including the Congress, have criticized the timing of the CAA's implementation, alleging a political motive to polarize the upcoming Lok Sabha elections, particularly in West Bengal and Assam. The Bharatiya Janata Party (BJP) views the move as an opportunity to consolidate electoral support, particularly in West Bengal, where the sizable population of Hindu migrants from Bangladesh has long sought citizenship rights.

For the BJP, the implementation of the CAA aligns with Prime Minister Modi's image as a proactive and decisive leader, bolstering the party's electoral narrative of fulfilling manifesto promises. With West Bengal's 42 seats representing a crucial battleground, the BJP's aspirations of electoral dominance hinge on harnessing support from diverse demographic segments.
